This woman has stolen property from my previous residence where I was caring for my mom after dad assaulted her. It was in her possession for days before police took it as evidence knowing it was obtained illegally. She has tampered with it while in her possession because the last entry was not done by me. She lied and said she called my dad's bank and they told her over the phone I went on and withdrew $10,000 from his account. I did not. And the bank wouldn't just tell her that. I reported her financial exploitation to APS this week, but they say there is not enough proof for an investigation? This woman has managed to have my mom moved to a foster home and no one would tell me where. My mom died a few weeks later which concerns me because she was in the best physical health. I don't know what she died from if where she has gone since her death. Within days of my mom's death, this woman moved into their house with my dad, smokes in her house, and has been seen driving her car. In the last three months she had new carpet, kitchen cabinets, and a new roof put on the house. Even talking about having estimates for the roof on "HER" house. My dad has dementia and aphasia and has become very aggressive and hostile to anyone who knocks on the door. APS still refused to see enough to investigate! What's is the next place for reporting her?

The best thing you can do is get an attorney, specifically one who specializes in elder abuse/care.

Certainly you understand that a Forum of strangers from all around the states and a few from other countries would have no power in a matter this complicated, and one that should be a part of the justice system.
You were correct in contacting APS but they have clearly told you that they see no evidence on which to make a judgement.

Gather any solid evidence you may have and consider filing a police report with your local police or Sheriff's office. I cannot imagine any other ways forward, but do wish you good luck.

You need an attorney, there's no getting around this any other way.
